Wordpress is the king of blogs and it is free. You can't get better than that. I use it on every new site I create (as well as updating some of my older sites) and doubt I will ever change.

Note: I use an enhanced/updated Wordpress that ain't free, but is worth every dime. He has modified so much stuff in Wordpress for a better experience that you will want to at least look for it. Is there anything in it that you can't do yourself? No, but he's already done the work for you - and it's very impressive and equally powerful.

There is also a free hosted version at Wordpress.com that you don't want, for a number of reasons. The biggest of which is, you always want your own domain name (and the search engine goodness that comes from it).

FYI - my recommended web hosting company will let you install Wordpress any package but the most basic.
